At our last meeting, the position of the Bureau Of <br /> Reclamation with respect to Article V-H was under consideration. <br /> In order to resolve that problem, it was decided by this com- <br /> mission to consult personally with Mr. Dixon, and that mission <br /> was entrusted to Messrs. Knapp and Ireland' in connection with <br /> their participation in the meeting of the National Reclamation <br /> Association in Oklahoma City in mid November. It happened <br /> that my travel arrangements enabled me also to participate in <br /> that meeting, although I had not planned to do so at the time <br /> the arrangements were made. <br /> 8o On November 18 in Oklahoma City there was a conference <br /> with Mr. Dixon, which was participated in by Mr. Knapp, Mr. <br /> Ireland, Judge Stone, and myself. I do not propose at this <br /> juncture to report on the substance of that conference, but <br /> am merely stating for the record that such a conference did <br /> take place and that I did participate in it, although I had <br /> not intended to. <br /> I have received from Mr. Dixon on that same subject a <br /> letter under date of November 18, enclosing a copy of a letter <br /> of the same date from him to Mr. Rater, of the Bureau of <br /> Reclamation. I have furnished copies of that correspondence <br /> to the state ohairmen and I have furnished Kr. Woe a copy for <br />
