In our last session we <br /> did cover somewhat sketchily some of the provisions of the <br /> 0 <br /> first several paragraphs perhaps down as far as C. Never- <br /> theless, I think it desirable to start this session with 0 <br /> reconsideration of paragraph A, and go right down the line. <br /> So Article VIII-A is now our target. Is there any comment <br /> at this lunoture on VIII-AlI think we got that in pretty <br /> good shape, and it does not contain muoh to be debated. <br /> Let us proceed then with R, page 13. <br /> MR. IRELAND: As far as Colorado is concerned, I think <br /> it would be better if we put in a definite demand to have <br /> three—should be possibly not to exceed three. In other <br /> words, we could always have them; I don't think we ought <br /> to be bound to have them. We know we are going to have <br /> to have two. <br /> MR. ARN : Suppose that change was made, and one state <br /> did have two and the other three, that would not make <br /> any difference. <br /> MR. VIDAL: You see you are going to have three rep- <br /> resentatives from each state, then you tell the Governor <br /> in the next paragraph that he shall appoint the three <br /> members within 30 days. <br />
