m <br /> 41 <br /> 0 <br /> 0 <br /> Afternoon Session <br /> 2 o'clock <br /> Monday, September 13, 1948 <br /> 2 <br /> m <br /> The meeting was called to order by Chairman Kramer, <br /> and discussion was had off the record. 0 <br /> CHAIRMAN KRAMER: T will reopen the record at this 0 <br /> point with this statement, that we have now reached a <br /> meeting of the minds with respect to Article V-K on this <br /> basis, that that portion of the draft submitted by Kansas <br /> and Mr. Tate which required approval of the Administration <br /> is to be removed from the Article and a provision in <br /> cluded that the Administration be duly notified where <br /> such actions for change of rights or transfer of rights <br /> • <br /> or transfer of diversion points is pending. That is <br /> acceptable to both Kansas and Colorado in principle, and <br /> therefore T suggest in the interest of.progress that we <br /> not take the time of the commission as a whole at this <br /> juncture to perfect the language to carry out that meeting <br /> of the minds, but leave it to Mr. Tate as chairman of a <br /> special sub-committee, and he can enlist anybody else he <br /> wants, Mr. Vidal or Mr. Arn, to prepare a redraft of <br /> Article V for us during the course of this meeting. Is <br /> that satisfactory? This now finally becomes an editing <br /> job; the principle has been resolved. That is fine. <br /> I think that clears the decks on what might be called <br /> • <br /> old business, in the sense of uncompleted sections of some <br />
