Z <br /> CHAIRMAN KRAMER: I understand the motion to be that <br /> n <br /> the pattern or the basis of the Mendenhall-Leavitt interim <br /> operating agreement be used. It seems to me that the ques- <br /> tion that Mr. Knapp raises as to whether the quantities <br /> stated therein are to be used answers itself, in that that <br /> agreement was drawn for a reservoir with 100,000 acre feet <br /> capacity at the time, and that naturally the quantities there <br /> stated in the interim agreements wouldn' t be applicable to a <br /> permanent compact based on the completed reservoir. <br /> MR. MENDENHALL: Well, we have developed when there <br /> was to be more than 100,000 feet. <br /> CHAIRMAN KRAMER: Yes, but you based it on the uncom- <br /> pleted Caddoa Reservoir. In other words, my understanding-- <br /> and I am merely echoing Mr. Knapp' s question by stating my <br /> own understanding--is that it is based on not necessarily <br /> the specific percentage-- <br /> Mk. IItELAND: Translated into percentages. <br /> CHAIRMAN KRAMER: But not absolute quantities. <br /> MR. KNAPP: My question was also going to percentages. <br /> There is mind of a formula for operating. <br /> MR. MENDENHALL: It was my intent as I made the mo- <br /> tion to cover all quantities impounded there. <br />
