KNAPP: I think it is very appropriate that this <br /> Commission give some consideration to that proposal we are <br /> considering, that is, to the development of a workable basis <br /> for apportioning Arkansas River water, without the necessity <br /> of reservoir operating studies. Now, that is something we <br /> are looting forward to, not something that we have under- <br /> taken yet at all. <br /> This second engineering report deals with computations <br /> relating to the four-year period since Caddoa Reservoir has <br /> been in partial operation, and to some extent the relations <br /> between conditions before and after. Now, that is something <br /> that we have in the way of development and in due season it <br /> will be submitted to the committee as another section of an <br /> engineering report. But that does not go into this question <br /> of a workable basis for apportioning water without having be- <br /> fore us reservoir operation studies. That is the thing we <br /> are going to try to reach some conclusions on, and I think <br /> it would oe helpful if you people would comment on that, <br />
