Now,
whether it be in this definition or in some other form, I
agree with you it might well be determined at a later stage <
when the compact is in some definite form, in some form at
all, as it isn' t now. But it seems to me the definition of
the basic terms is essential to that instrument, whether it
be in this language or some other language.
Mr. Knapp,
AR. KNAPP: Mr. Chairman, after our having framed
these terms and defined them, I am somewhat surprised to find
a member of our own Engineering Committee in discussing this
using the term imported water, when he should properly have
used the term foreign water,
In the disoussion we have just had it indicates to me
the necessity for agreeing upon some terms that we are going
to use and which we understand. Our only purpose, of course,
is to get terms to use in our engineering studies, and term-
inology therewith.
I have got a notion to attempt to bring this matter
to a head by moving that this Commission adopt these two
terms and definitions, Mr. Chairman, and authorize the
Engineering Committee to use them in their engineering studies
and reports.
