That <br /> 0 <br /> implies basically a definition of those terms. <br /> I think we all understand what apportionment is, but <br /> o <br /> I think the waters of the Arkansas River can be interpreted <br /> w <br /> in several ways,. I think essentially we are interpreting <br /> it, speaking definitely what we mean, water originating in <br /> the basin, as distinguished from and exclusive of water <br /> which is imported. That is the real purpose of this, to <br /> formulate a definition of a basic term that is used, <br /> Native might be better than natural, in view of qual- <br /> ity. Where the Court says, "On the other hand, the storage <br /> in Colorado, and the release of stored water to supplement <br /> the natural flow of the stream in times of need, operates <br /> by seepage and return to the channel to stabilize and im- <br /> prove the flow at the state line, " and so forth, they have <br /> sort of taken the view there that natural means as nature <br /> had it, without an amount supplemented by return flow or <br /> anything else. Possibly if you are going to use one word <br /> there, native is a better term. <br /> MR. ARN: As a matter of fact, though, this defini- <br /> tion here is really distinguishing between Arkansas River <br /> water and foreign water, rather than between native and <br /> foreign.
