VIDALt Mr. Chairman, as I read Mr. Doblerr q statement <br /> ta(i fundamental idea he expressed was that we, by our Compact, -1 <br /> dig not preclude a possible arrangement that they could or might <br /> or hope to make concerning an operating agreement which might <br /> involve an exchange of capacity. It might involve retention <br /> of sedimentation, and so forth.
