I think it would be
appropriate, in view of the formalities we observed in the Z'
appointment of this Commission, to make the appointment of o
record, and I will ask the Secretary to act accordingly.
Certainly, Mr. Arno we welcome you to this onerous
Sob. Without in any sense casting reflections on your
ability and the contributions you will make, I feel compel—
led to remark, however, that there is a very serious loss
to this Commission in the person of Mr. Mitchell. For my-
self, and I speak only for myself, I have felt that quite
apart from his legalistic abilities Mr. Mitchell' s good,
sound common sense approach to the problems has been a very
valuable factor in our progress. I ea very regretful to see
him leave. I am in hopes that informally, at least, his
guidance in spirit, if not legalistically, will continue to
be available to us.
Our normal order of business now would call for mo-
tion on the records of the proceeding meetings. As a result
of the deferral of that item at our last meeting, we have
before us the records of the fifth meeting which was held
here in Topeka in October, and of the sixth meeting which
was held in Denver in November, for action.
I will ask the Secretary to present first the reoord
of the fifth meeting.
MA. pATTER:3ON: Do you want me to read it?
