Of course, I don' t <br /> conceive the acceptance of this is a final and irrevocable w <br /> commitment. what I have in mind is the adoption of a principle <br /> which is subject to refinement, polishment and revision which <br /> the Commission feels is acceptable or unacceptable. I see <br /> no point in talking to the Federal Power Commission unless <br /> we have a basis of talking to them. <br /> MR. TATE: I think we understand each other. I mis- <br /> understood you. <br /> CHAIRMAN KRAMER: All right. In other words, this <br /> is a provisional wording which the Commission feels will <br /> serve the purpose of a compact. It is not finally adopted, <br /> but it does portray the present judgment and views of the <br /> Commission, if it does. <br /> MR. KNAPP: It seems to me, Mr. Chairman, that the <br /> purpose of this now is to formulate and direct our thinking <br /> and that this should be used more in conference with the <br /> Federal Power Commission people as a basis for discussion to <br /> determine its adequacy in the light of what takes place dur- <br /> ing that discussion, If we are adopting it informally, at <br /> least, as a basis for our discussion with the Federal Power <br />
