VIDAL: Well, General, these provisions of any =• <br /> m <br /> compact, we make them to meet the approval of the parties <br /> -+ <br /> • interested and the legislatures of the two states and of 0 <br /> Congress, and in facilitating the understanding of the <br /> situation it is necessary, because if we merely say we adopt <br /> and incorporate Publio Laws so and so, 534, 14 and 525, <br /> everybody that looks at it will say, "What does that dot" <br /> This expresses what those things do. Article X, something <br /> of that kind would be necessary, would be required, because <br /> somebody would want to say, "Now, do you conflict with any- <br /> thing else? You have got in this compact any public law, <br /> we understand the laws, " we might say, of course, every pro- <br /> vision of the law is incorporated in this compact neces- <br /> sarily by implication, but I think we ought to make as <br /> definite reference to it as possible, although on the other <br /> hand, we will try to work towards the end of simplifying and <br /> leaving the thing as short es we can. <br /> NR.
