8 A <br /> m <br /> -D <br /> 0 <br /> 0 <br /> c <br /> 330 State Office Building, <br /> Denver, Colorado. <br /> November 2b, 1948 <br /> AFTERNOON SESSION <br /> 0 <br /> 1 :30 o'clock <br /> The hearing was resumed, pursuant to recess. <br /> CHAIRMAN XBM ER: The meeting will please be in order. <br /> Gentlemen, the purpose of this session is to clarify by <br /> means of direct discussion between the interested parties cer- <br /> tain matters pertaining to the interrelation of the operation <br /> of John Martin dam and reservoir project, and negotiations <br /> between Colorado and Kansas for the apportionment of the waters <br /> of the Arkansas River. The immediate purpose of the meeting <br /> is to obtain and to enable the reconsideration of the Chief <br /> of Eā¢ngineerre/ letter addressed to me under date of September <br /> 18, 1948, which has been transmitted to and considered by the <br /> Commission. <br /> In line with that purpose the Chief of Engineers is <br /> represented here today by the District Engineer of Albuquerque <br /> and his assistant, Colonel Kannis and Mr. Cole , and by his <br /> special assistant in his office in Washington, Mr. Hathaway. <br /> This Commission, in crystallising its views for the pur- <br /> poses of this discussion, has adopted a set of basic principles, <br /> six in number, of which I have furnished copies to the repre- <br /> sentatives of the Corps of rngineers for the sake of simplifying <br />
