I have conveyed to the Commission <br /> as a result of my personal diecussioa with the Acting Chief <br /> of Engineers last week his renunciation of the general basic <br /> policy with respect to the relations of the Chief of Engineers <br /> to the Arkansas River Compact, which I will try to state in <br /> substance as follows: <br /> The Chief of Engineers recognizes the importance of these <br /> negotiations and desires by every reasonable and proper means <br /> to facilitate the consummation of an interstate compact. By <br /> that token he does not desire in any way to impede, obstruct <br /> or stymie the attainment of that objective.
