13 <br /> 0 <br /> c' <br /> In April of 1945 Public Law 34, Ueventy-ninth Congress, <br /> first session, gave the consent of Congress to the negotiation m; <br /> of an interstate compact. As a result of that enactment this -4 <br /> 0 <br /> body, a joint Commission, has come into being. It is the firm <br /> conclusion of this Commission that the physical purposes and <br /> benefits of flood control and irrigation are inseparable from m <br /> 0 <br /> the intangible but none the less real benefit that this project <br /> was intended to' have with respect to the settlement of the <br /> interstate controversy. <br /> Does any one of the Commissioners cars to add to my state- <br /> ment? would any of you visiting gentlemen care to ask some <br /> questions to develop at this point? Mr. Hathaway, do you <br /> have a question? <br /> M . HATHAWAY: No, sir. <br /> MR.
