m <br /> 12 <br /> 0 <br /> o <br /> c <br /> 0 <br /> m <br /> the Arkansas River basin west of the ninety-ninth >1 <br /> meridian is threefold; first, the settlement of inter- m; <br /> state controversies arising over water supplies; second, <br /> capture of all unused waters for ultimate irrigation <br /> use; and third, stream flow regulation of present vested <br /> water rights. " <br /> Note that the first <br /> problem enumerated is the settlement of <br /> interstate controversies. Other references -in the 308 report <br /> show clearly that there was inherent and implicit in the con- <br /> sideration of the Caddo& project with respect to feasibility <br /> and justification its bearing upon the interstate controversy. <br /> Some of the gentlemen here were active at the time the <br /> Caddo , project was considered by committees of Congress and <br /> subsequently authorised, and X am sure that the records of <br /> those committees would show that considerable emphasis was <br /> placed upon the relation of the Caddoa project to the then <br /> pending existing controversy. <br /> All of this adds up to the conclusion that although the <br /> words of the lax, that is, the Flood Control Act of 1936, <br /> state the purpose to be for flood control and water conserva- <br /> tion in Colorado and Kansas, a third, though not expressed <br /> but very definitely implied objective of this authorization <br /> en4-purps+ee was the contribution to the solution of the inter- <br /> state controversy. <br />
