List of Persons Notified About the City of Durango RICD <br />The following measures were taken to inform water users and the public at large of the <br />intent of the City of Durango to pursue an application for an RICD: <br />The City of Durango and the Southwest Water Conservation District sponsored a <br />Workshop on July 27, 2004 to discuss "Proposed Recreational Water Right at <br />Smelter Rapids." Gary Lacy, RPE Inc., Ted Kowalski, CWCB, Jack Rogers, City <br />of Durango and Ken Beegles, Division Engineer, presented information regarding <br />the benefits and drawbacks of an RICD and what water users and property owners <br />should know about RICDs. The Workshop was the subject of an article in the <br />Durango Herald on July 15, 2004. <br />2. The staff of the City of Durango met with representatives of the Southwest Water <br />Conservation District to discuss filing of an application for a recreational in- <br />channel diversion water right on the following dates: 9/14/04, 3/28/05, 6/30/05, <br />1/13/06, 1/23/06. <br />The City Council held public meetings regarding RICDs on the Animas River on <br />the following dates: 7/12/05, 2/14/06, 2/21/06, 2/23/06. <br />4. The La Plata County Commissioners held a public meeting on RICDs on <br />11/15/2005. <br />City staff met with upstream water rights owners' representatives, from the <br />Animas Water Company, the Reid Ditch Company, and the Animas Consolidated <br />Ditch Company on 1/12/06 and 2/13/06. <br />6. The City Manager and City Council Person, Renee Parsons, met with Ted <br />Kowalski and Mark Upperdahl on 9/13/05 to discuss the City's application for an <br />RICD. <br />7. The Animas River Task Force, a group of local water users including kayakers, <br />rafters, fishermen, and environmentalists, have met to discuss RICDs at monthly <br />meetings between July 2004 and February 2006. <br />8. A public information meeting was held on February 13, 2006. Approximately 75 <br />people attended the meeting during which design of a boating park and RICDs <br />were discussed. <br />9. The City notified Santa Rita Properties, LLC, by letter of the intent of the City to <br />file for a RICD water right on the Animas River on February 24, 2006, and sent a <br />copy of the application filed with the water court by certified mail, return receipt <br />requested to Santa Rita Properties, LLC, on March 3, 2006. <br />
