1 <br />' <br />central business district and that has the opportunity to create direct access between <br />the central business district and the Park. <br />Associated Design Criteria: <br />Attractive <br />• riverside seating and viewing areas. <br />• A link between the City and the River. <br />• Aesthetic improvements on the water that reflect towards them. <br />' <br />Spectators <br />This user group will often arrive on -site with no plans to take part in specific <br />' <br />activities. This user also constitutes a large cross - section of the general community <br />and will have general needs. Included in these needs are food, restrooms, <br />transportation and comfortable seating. This user desires shade in the hot sun and <br />warm seating, with a view, on cold days. Users will typically mix eating with the <br />day's outing and are expected to stroll and inspect the entire facilities in a day's <br />excursion. These users will arrive and depart en -masse on event days. <br />Associated Design Criteria: <br />• The site must have attractive and shaded seating. <br />• The site must provide access to alternative activities. <br />• Wherever possible there should be prominent viewing from <br />restaurants /indoor facilities. <br />Other <br />Both the Bureau of Reclamation and the Southwestern Water Conservation District <br />(SWCD) have expressed an interest in the project. The Bureau of Reclamation is <br />constructing the Animas La Plata Project (ALP). They have expressed a concern that any <br />improvements in the river that affected their intake would adversely affect a significant <br />investment that has been made in terms of modeling and design associated with their intake <br />structure. It has been agreed that the design team will treat this request as a design <br />17 <br />
