SCOPE OF WORK
This Scope of Work("SOW") is expected to be completed by June 30, 2008. This SOW
is for the draft design of RICD conforming whitewater structures on the Arkansas River
at Canon City. This SOW is not inclusive of the final design, plans and specifications,
final permitting, RICD application or construction. Also included are estimates of the
cost of each task.
Task 1: Site Inventory and Assessment ($7,000)
A thorough inventory and assessment of site conditions will be conducted. Evaluation of
the site will include: hydrographic and topographic survey, riparian species identification,
assessment of bank stability and geomorphic processes, opportunities for access and bank
improvements, inventory of on-site materials, and identification of the physical
constraints at the site. Survey data will be tied into existing benchmarks and used to
construct an AutoCad compatible basemap with elevation contours. This basemap will
show features in the channel, banks, riparian fringe and locate existing facilities and
utilities. Hydrographic survey data will be used to calibrate hydraulic models for analysis
of the recreation structures and floodplain.
Task 2: Stakeholder Coordination($3,000)
Coordination with the river community and stakeholders will be performed to determine
what types of recreational experiences are desired. Hydraulic structures, bank restoration
and pedestrian access may have multiple environmental and recreational purposes.
Through this process we will also uncover lands issues and construction access concerns.
We will also coordinate with the Division of Wildlife to uncover their concerns so that
we can address those concerns in the design phase.
Task 3: Hydrology($500)
Review of the stream gages to uncover the baseline water availability will be performed.
Investigation of the hydrology will provide information so that the most appropriate
flows are chosen for the design. The hydrology of the Chaffee County RICD and CWCB
rules will also be reviewed for conformance with the site specific hydrologic conditions.
We anticipate that design will maximize the potential for recreation during the shoulder
seasons, before and after runoff, when whitewater destinations are most desirable.
Task 4: Draft Design($10,000)
Draft design of will be conceptually drawn and evaluated. The draft designs will show
the recommended features, pathways, spectator areas, riparian areas, and the connection
of the River Recreation Enhancements to existing trials and the downtown area.
