Task 1—Develop and Submit a Land Exchange Proposal to the Forest Service <br /> Description of Task: During this stage of the process,Western Land Group(WLG)will work with <br /> the District,its advisors and water experts,and the U.S. Forest Service to develop an exchange <br /> proposal which will be the basis of the Forest Service's internal Feasibility Analysis package. Tasks <br /> to complete this phase of the process include,but are not limited to, analyses and other materials <br /> addressing the following: <br /> 1. Initial meeting with SLVID and Forest Service to determine scope of exchange and Forest <br /> Service staffmg/budget capability to process the exchange. <br /> 2. Consistency of proposed exchange with existing Forest Service management plans and any <br /> landownership adjustment analyses prepared for the area; <br /> 3. Identification of all lands to be exchanged,and a determination of the land status of such lands, <br /> including the presence of any unpatented mining claims,special use permits,rights-of-way, or <br /> other encumbrances on the lands to be involved in the proposed exchange; <br /> 4. The adequacy of existing surveys for the purpose of patent issuance by the Federal government; <br /> 5. Identification of resource issues likely to require some level of environmental or other analysis <br /> in connection with the exchange; <br /> 6. Relationship of proposed exchange to local land use plans and policies; <br /> 7. Issues pertaining to the preparation of the required appraisals; <br /> 8. The depth of opposition and/or support which an exchange may generate with the Forest Service, <br /> local governmental entities, environmental organizations and/or neighboring or nearby <br /> landowners and others; and, <br /> 9. A recommended strategy and estimated timetable of activities to complete the exchange in an <br /> expedited manner though the Forest Service administrative process. <br /> Major Deliverables/Products: <br /> 1. Facilitate negotiations among the District,its advisors and water experts, and the U.S. Forest <br /> Service to develop a viable exchange proposal and identify key issues to be addressed in the <br /> exchange proposal. <br /> 2. Submission of a formal exchange proposal to the Divide Ranger District,Rio Grande National <br /> Forest. <br /> Task 2 Agreement to Initiate with the U.S.Forest Service <br /> Description of Task: WLG will provide technical assistance to Forest Service personnel preparing <br /> the agency's internal Feasibility Analysis and help secure approval of the Feasibility Analysis from <br /> the Rocky Mountain Regional Office of the Forest Service.
