exchange when such an exchange is in the public interest and the Forest Service acquires non- <br /> Federal lands that are equal in value to the Federal lands being disposed. <br /> The District has proposed to acquire approximately 6.23 acres of National Forest land which <br /> include the lower face of the dam and roughly 20 feet along the Rio Grande River immediately <br /> below the dam. In exchange,the District would convey approximately 31 acres of land it <br /> acquired in the 1927 exchange that are now within the Weminuche Wilderness Area or part of <br /> the Thirtymile Campground. Tom Malecek, Divide District Ranger for the Forest Service, <br /> supports the proposed exchange and has encouraged the District to submit a formal exchange <br /> proposal for consideration and analysis by the Forest Service. <br /> Western Land Group, Inc. is a public lands consulting firm headquartered in Denver, Colorado, <br /> which specializes in all forms of real estate transactions, and particularly exchanges of lands and <br /> interests in lands with public land management agencies. Since 1982, WLG has successfully <br /> facilitated and overseen the completion of more than 100 land exchanges with both the Forest <br /> Service and BLM in Colorado and other states. <br /> The CWCB's 2012 Projects Bill authorized and appropriated a$5 million grant to the SLVID to <br /> perform the design and other activities towards the rehabilitation of Rio Grande Reservoir, as <br /> part of the Rio Grande Cooperative Project. The 2012 Projects Bill also authorized an <br /> additional $15 million towards to the project, as a loan/grant combination,which will be <br /> determined by the CWCB board at a later date. CWCB is currently working with SLVID in <br /> spending the $5 million grant funds, which will involve a number of different activities, such as; <br /> final design,project management, land exchange, material and equipment purchase, and various <br /> construction activities, over the next few years. <br /> The following SCOPE OF WORK is for Western Land Group, Inc. to assist the District in the <br /> role of land exchange facilitator and coordinate completion of the contemplated exchange as <br /> described below. <br /> 3 <br />
