are at each location. "How much water legally must flow past a liven point
during peak times, and how much water physically can get through here without
•
significant impacts at those peak times?"
We will also be interested in structural and non-structural means for addressing
the problem locations you identify. Structural means might be wiers, bank
protection, stream realignment practices to stabilize a currently unstable
location. Non-structural means might be modifications to land use regulations,
open space/riparian easements, or proposing limited reservoir control. "
Presentation to the Board
On Monday, May 22, 2000, the San Luis Valley Water Conservancy District will make a
presentation to the CWCB at the Board meeting. The presentation will provide Board members
with an understanding of conditions on the Rio Grande and how those conditions affected
landowners and other interested parties. Because of the length of the study reach, the substantial
width of the riparian corridor in many locations, and the difficulty of access to the river, a field
trip was deemed infeasible. The slide show should be adequate to convey the concerns about the
study reach.
•
Conclusion
The Rio Grande Headwaters Restoration Project is expected to provide the Water Conservancy
District with sufficient technical information and guidance to make decisions about responding
to the problems identified. Strategies, whether they be structural or non-structural, will be
identified. The Water Conservancy District can then determine how and when it wants to
proceed in trying to address unsatisfactory river condition.
L:\boardmem\may2000\1If—rio grande headwaters restoration project
4
