' r <br /> At the scoping meetings held in November 1999 and at the first meeting of the Technical <br /> • <br /> Advisory Committee in December 1999 in Monte Vista it was agreed that no other purposes <br /> would be added. Based on that list of purposes and the results of the scoping meetings, CWCB <br /> staff, the 8 engineering-GIS advisors and Dennis Felmlee (San Luis Valley Water Conservancy <br /> District manager)began the task of drafting a Scope of Work. <br /> The engineering-GIS advisors included two of the original conceivers of the project (Ray Wright <br /> and Doug Shriver), two members of the Division of Water Resources staff(Steve Vandiver and <br /> Mike Sullivan), a member of the local NRCS staff (Steve Russell), a board member and the <br /> engineer from the Conservancy District (Bob Felmlee and Allen Davey), and the local GIS <br /> coordinator (Pete McGee). Through two face-to-face meetings in Alamosa, telephone meetings <br /> and e-mails,the Scope of Work was finalized. By direct faxes and by a legal notice in The Daily <br /> Journal, interested consultants were informed about the project between April 4 and April 10. <br /> They received the final Scope of Work and other materials. At the pre-submittal meeting on <br /> April 17, they had a chance to ask questions about the project and to visit one site on the river to <br /> observe typical problems in the study reach. <br /> Consultant Selection Process <br /> All 12 SOQ's received are being scored by the same panel of evaluators, using a <br /> Scoring Sheet developed by CWCB staff. Those evaluators who are able to meet in <br /> Alamosa on May 17 will spend most of that day finalizing individual scores,totaling all • <br /> of them up and selecting the top consultants. Other evaluators will simply submit their <br /> Scoring Sheets to be included in the total scores. The evaluators include the <br /> engineering-GIS advisors, Dennis Felmlee, and Brian Hyde from my staff. Assistant <br /> DNR Director, Kent Holsinger, has reviewed the SOQ's on behalf of DNR Director, <br /> Greg Walcher. <br /> The selected finalists will be given 3 weeks to prepare proposals. Those porposals will <br /> be presented orally in Alamosa on June 7, 2000. Most of the same evaluators will score <br /> those oral presentations. At the end of that day one consultant will be chosen. Then the <br /> contract negotiation process will begin. <br /> Work Products <br /> There will be two primary products of this project. One will be a project report and the other will <br /> be a series of GIS maps. The report will include: <br /> • analyses related to each of the five issues, <br /> • an evaluation of river condition for the 55-mile study reach, • <br /> 2 <br />
