ATTACHMENT 2 <br /> FPR 98-469 <br /> Flood Hazard Boundary Map, Town of Ault, Colorado, May 17, 1974. <br /> KEY ISSUES: <br /> • The FHBM contains approximate floodplain information for local storm drainage problem <br /> areas within the community. <br /> • The storm drainage problems identified on the FHBM can be addressed through prudent land <br /> use practices and future stormwater capacity improvements. <br /> • FEMA concluded that there were no significant floodplain problems in Ault and effectively <br /> rescinded the FHBM by a letter dated June 10, 1980. <br /> • Portions of the Special Flood Hazard Area shown on the FHBM experienced flooding <br /> conditions several years ago;however the flooded areas consist of ponded water behind a <br /> highway embankment or low velocity overland flow from a small drainage basin. The flooding <br /> problem may be viewed more as a stormwater drainage problem rather than a major floodplain <br /> problem. <br /> • There is a major development and annexation planned for the community that may contribute to <br /> increased stormwater runoff. The CWCB staff recommends that the developer for the • <br /> subdivision proposal prepare a storm drainage plan. Construction of stormwater conveyance <br /> and detention facilities should be implemented as needed. <br /> COMMUNITY RESPONSE: <br /> The Town of Ault sent a letter to the CWCB requesting either rescission or designation of the <br /> 1974 FHBM, depending on a meeting with CWCB and a field review of the map. The letter <br /> indicated the town's initial preference for rescission of the map. After reviewing the <br /> floodplain issues and conducting a site visit, CWCB staff agreed that the FHBM should be <br /> rescinded. The town is supportive of the Board's proposed rescission of the 1974 map. The <br /> staff has strongly recommended to the Town of Ault that a storm drainage plan be prepared <br /> as part of the subdivision proposal. <br /> SUMMARY: <br /> The staff recommends Board approval of the floodplain resolution for the Town of Ault rescinding <br /> the 1974 FHBM. The approximate floodplain information contained in the FHBM does not meet <br /> the Board's "Floodplain Designation and Approval Rules". The rescission will assure that <br /> inappropriate floodplain information within Ault, for the purposes of federal regulation and flood <br /> insurance, is explicitly left unapproved by the state, thereby complying with state statutory <br /> requirements. The rescission will in this particular case specifically call attention to the storm <br /> drainage problems in the identified area, and recommend that those problems be regulated and dealt <br /> with at the local level. <br /> • <br />
