ATTACHMENT 2 FPR 98-469 Flood Hazard Boundary Map, Town of Ault, Colorado, May 17, 1974. KEY ISSUES: • The FHBM contains approximate floodplain information for local storm drainage problem areas within the community. • The storm drainage problems identified on the FHBM can be addressed through prudent land use practices and future stormwater capacity improvements. • FEMA concluded that there were no significant floodplain problems in Ault and effectively rescinded the FHBM by a letter dated June 10, 1980. • Portions of the Special Flood Hazard Area shown on the FHBM experienced flooding conditions several years ago;however the flooded areas consist of ponded water behind a highway embankment or low velocity overland flow from a small drainage basin. The flooding problem may be viewed more as a stormwater drainage problem rather than a major floodplain problem. • There is a major development and annexation planned for the community that may contribute to increased stormwater runoff. The CWCB staff recommends that the developer for the • subdivision proposal prepare a storm drainage plan. Construction of stormwater conveyance and detention facilities should be implemented as needed. COMMUNITY RESPONSE: The Town of Ault sent a letter to the CWCB requesting either rescission or designation of the 1974 FHBM, depending on a meeting with CWCB and a field review of the map. The letter indicated the town's initial preference for rescission of the map. After reviewing the floodplain issues and conducting a site visit, CWCB staff agreed that the FHBM should be rescinded. The town is supportive of the Board's proposed rescission of the 1974 map. The staff has strongly recommended to the Town of Ault that a storm drainage plan be prepared as part of the subdivision proposal. SUMMARY: The staff recommends Board approval of the floodplain resolution for the Town of Ault rescinding the 1974 FHBM. The approximate floodplain information contained in the FHBM does not meet the Board's "Floodplain Designation and Approval Rules". The rescission will assure that inappropriate floodplain information within Ault, for the purposes of federal regulation and flood insurance, is explicitly left unapproved by the state, thereby complying with state statutory requirements. The rescission will in this particular case specifically call attention to the storm drainage problems in the identified area, and recommend that those problems be regulated and dealt with at the local level. •
