Non-reimbursable Investments are approved only when the project or <br /> study is of Statewide interest and benefits a wide range of people and organizations, and/or <br /> a large geographical area. The applicant(s) must also show that they are financially unable <br /> to repay a loan): There currently is not a funding program available, other than the CWCB <br /> construction fund, for the State to cost-share with the federal government to take advantage <br /> of literally millions of federal grant dollars over the coming years. FEMA is providing a <br /> significant increase in levels of funding for floodplain map modernization and those States <br /> that are able to support and providing matching funds, along with the affected local <br /> governments,will be in a position to capitalize on this tremendous opportunity. The goal is <br /> to update and modernize Colorado's aging fleet of floodplain maps for floodplain <br /> management, flood hazard mitigation, flood insurance, and flood response purposes. <br /> 6.
