Non-reimbursable Investment Application-CWCB Construction Fund
Form Revised August 8,2003 •
sufficient to describe the problem and identify the impacts. The results of this work will
be completed for CWCB use in the fall of 2004.
Deliverables: Deliverables will include maps of the Colorado River and Arkansas River
watersheds identifying location of tamarisk and Russian-olive infestations. These maps
will be accompanied by a report that outlines the inventory protocols; tables that record
GPS coordinates, infestation density/maturity, vegetative types, and terrain; and a
photo record of most sites surveyed. The photo record may be in a CD-ROM format.
5. Please explain why you are requesting a non-reimbursable, instead of a loan. (The
Construction Fund exists primarily to provide low interest loans for the construction or
rehabilitation of Raw Water Projects. Non-reimbursable Investments are approved only
when the project or study is of Statewide interest and benefits a wide range of people and
organizations,and/or a large geographical area. The applicant(s)must also show that they
are financially unable to repay a loan):
The project will benefit the entire state of Colorado by providing a clear •
understanding of the extent of tamarisk and Russian-olive infestation in two
important watersheds —the Colorado River and Arkansas River. Using
inventory data and knowledge of control techniques, land managers can
develop conceptual integrated management plans for control of
tamarisk/Russian-olive and riparian restoration. This will help establish
better cost estimates for this work than could be developed in previous
studies. The inventory protocols developed in this study can then be used
to better identify the problem throughout the rest of the state. The Tamarisk
Coalition is a non-profit organization that does not have revenue generating
capability to repay a loan.
6.
