• Enhancements to the Regional Water Conservation Plan (RWC Plan) — all of the data collected <br /> through the proposed project will be included in the enhanced RWC Plan. In addition, the <br /> District will update its goals and implementation efforts related to the further regional water <br /> conservation programs. <br /> Obstacles <br /> A number of obstacles were encountered during project execution; however, none will significantly <br /> impact final project completion. It was found that the data provided by the various project participants <br /> to the District lacked consistency, given the various record keeping protocols and data collection <br /> methods utilized by the different organizations. One of the outcomes of the project is to help <br /> standardize the data collection and record keeping used by the Master Contract participants. <br /> Another obstacle to performing the audits is that Colorado Springs Utilities has withdrawn its <br /> involvement with the Master Contract through the District. It therefore will not be audited or assessed. <br /> This will have the effect of reducing project costs. <br /> The local water conservation planning effort has been more challenging than originally conceived — in <br /> part due to the fact that the larger water utilities requested assistance before the smaller organizations, <br /> such that more labor has been required to meet, collect data, and organize the data than was budgeted. <br /> The increase in the level of effort to prepare the local water conservation plans will be balanced by the <br /> reduced budget needed to conduct the audits,due to Colorado Springs withdrawing. <br /> Another key issue that has been identified which represents a potential obstacle to local water <br /> conservation planning, at least in the short term, is the new Colorado solid waste regulations that may <br /> impact current water treatment programs, and cash flow for small impacted utilities. Given that the <br /> State is currently unclear how to manage the cost implications of the new solid waste regulations in the <br /> Lower Arkansas River basin given the expectation that most, if not all, of the regulatory issues will be <br /> solved with the completion and operation of the Arkansas Valley Conduit, further discussions and <br /> assessments will be required before the implications can be fully characterized. The lack of current <br /> regulatory clarity may have an impact on local water conservation planning. <br /> Budget and Schedule Impacts <br /> There are no budget or schedule implications related to the current project progress and noted <br /> obstacles, beyond the need to shift some of the funds between tasks to allow for differences in the <br /> planned for level of effort,as described above. <br /> Major Findings <br /> The results of the project indicate that the audits as planned and executed have provided valuable <br /> information that will be used to improve the accuracy and focus of the Regional Water Conservation <br /> 3 <br />
