To: Colorado Water Conservation Board
Attn: Mike Serlet
From: Saint Vrain Anglers Chapter Trout Unlimited
Re: St. Vrain Corridor Committee Low Flow Enhancement Grant Request
Dear Mr. Serlet:
The Saint Vrain Anglers (SVA) Chapter of Trout Unlimited enthusiastically supports the
St. Vrain Creek Corridor Committee's request for grant funding from the Colorado Water
Conservation Board. This grant request, submitted by Boulder County Parks and Open
Space, seeks funding for needed infrastructure to shepherd water through the Saint Vrain
at critical low flow periods.
SVA has been a member and active contributor to the work of the St. Vrain Corridor
Committee since it's beginnings in the early 1990s. The early work of the corridor
committee has made an important positive contribution to the aquatic and riparian
environment on the North Saint Vrain Creek west of Lyons. Fish kills were frequent
events before the Corridor Committee was formed and their members found a way to
provide winter time releases from Ralph Price Reservoir. Those releases provided habitat
to the fish and aquatic insects, resulting in improved fishing and a healthier ecosystem.
SVA has conducted studies in the Saint Vrain Creek between Lyons and Longmont and
has concluded that insect life and water quality are sufficient to support a very healthy
• fish population in that section of the stream. The biggest deterrent to restoring that water
to a fully healthy ecosystem is insufficient flow at critical times of year. The
infrastructure in this grant request will allow flows to be managed at these critical times.
SVA is excited to be a part of the cooperative and innovative solutions being
recommended. This solution will meet consumptive needs while realizing needed low
flow enhancements for native fisheries. We are pleased to have the opportunity to help
install a relatively new technology that would allow all parties (ditch companies, the
water commissioner, municipal providers and natural resource agencies and
organizations) to work together cooperatively to achieve the maximum benefit from our
water resources. The lessons learned from this cooperative effort will help other entities
develop creative solutions that meet ecological and consumptive needs for water.
Thank you for supporting and encouraging innovative solutions to improved management
of water resources.
If you have any questions, please feel free to contact us at 303-776-2316, or E-Mail:
chuck_howard_2@msn.com.
Sincerely,
• ret Duston Charles Howard
President Saint Vrain Anglers River Committee Chairman
