Non-Reimbursable Application- CWCB Construction Fund <br /> Form Revised June 2006 <br /> • <br /> 5. Explain why you are requesting a grant, instead of a loan.(the Construction Fund exists primarily to <br /> provide low interest loans for the construction or rehabilitation of raw water projects. Non- <br /> reimbursable investments are approved only when the project or study is of statewide interest and <br /> benefits a wide range of people and organizations,and/or a large geographical area. <br /> The St. Vrain Creek Corridor Committee(Committee)will use CWCB funding to <br /> assist with the purchase and installation of FlumeGates. BCPOS is acting as the grant <br /> applicant because it has the capacity to manage the grant on behalf of the Committee. The <br /> Committee will provide a 50%match to the project. The Committee believes this project is <br /> an opportunity to demonstrate how new technologies can help reconcile consumptive and <br /> nonconsumptive water use, releasing and measuring flows for enhancement of the aquatic <br /> environment while later capturing those flows for consumptive use by municipal, industrial or <br /> other beneficial uses. <br /> The Committee includes groups with vested interests in protecting the flows of St. <br /> Vrain Creek. This project, if funded, will provide a highly visible example of cooperation and <br /> demonstrate the real possibility of satisfying what are typically considered competing <br /> interests. The CWCB will help lead a creative and successful effort with multiple benefits for <br /> water users and the natural environment. Importantly, this project will help to preserve and <br /> enhance minnow species that are ultimately important to the South Platte River watershed <br /> and all water users therein. <br /> 6. (Submit one copy with this application): <br /> Deere and Ault Consultants provided analysis and design for supplying and measuring flows <br /> through the area of interest on St. Vrain Creek. They have worked, on behalf of the Committee, <br /> with Rubicon Systems to determine necessary infrastructure and create preliminary estimates <br /> for installing three FlumeGates on the St. Vrain Creek Corridor. BCPOS and its project <br /> partners will install one of these FlumeGates at the Oligarchy Ditch in winter 2008 to <br /> accelerate the provision of winter flows to part of the creek. This grant request would fund the <br /> . remaining two FlumeGates at the Rough and Ready/Palmerton Highland head gates. All three <br /> FlumeGates are critical to ensuring that flows are moved and measured from Lyons to <br /> Longmont. The recommendations from Deere and Ault and a memo detailing the Low Flow <br /> Enhancement Program are attached to this application. <br />
