Colorado Drought Mitigation&Response Plan Implementation Program
Introduction
The CWCB Office of Water Conservation&Drought Planning(OWCDP)staff is requesting funding for the
Colorado Drought Mitigation&Response Plan Implementation Program in the amount of$300,000 to be used to
• implement the major recommendations identified in the Board previously approved Updated Information Provided
in Support of the 2002 Colorado Drought Mitigation and Response Plan. This Program is needed in order to
develop and implement a comprehensive and effective State Drought Plan that addresses

Background
At the July 2007 CWCB Board meeting in Craig,CO,the Board approved the Updated Information Provided in
Support of the 2002 Colorado Drought Mitigation and Response Plan and approved the forwarding of these updates
to the Colorado Division of Emergency Management for integration into the Colorado Natural Hazard Mitigation
Plan for ultimate submission to FEMA. Recommended actions for statewide drought mitigation and response-
related actions were recently updated and approved at this meeting. They included such activities as:
• A Comprehensive Update to the 2002 State Drought Plan
• A drought information website
• A Drought Decision Support System
• Drought workshops and conferences
• Drought technical assistance toolbox
• Comprehensive vulnerability and risk assessments of local and state facilities,systems,and assets.
• Drought impact monitoring
• Statewide Climate Change/Water Adaptation Initiative
• Climate monitoring stations funding
• Participation in the federally authorized National Integrated Drought Information System(NIDIS)
Project Description
The Drought Mitigation&Response Plan Implementation Program will include the following activities:
• Formulation of a broad drought vision for the State. This entails a dynamic and accessible drought risk
information system that provides Colorado water providers with the capacity to determine the potential
impacts of drought, an the decision-support tools needed to better prepare for and mitigate the effects
of drought.
• Expanded statewide water conservation and drought planning efforts,including education
opportunities for decision makers and the public. Maximizing the wide range of water management
tools such as water conservation and reuse,with a focus on reducing outdoor landscape water use,will
