Non-Reimbursable Application- CWCB Construction Fund <br /> Form Revised June 2006 <br /> • <br /> 5. Explain why you are requesting a grant, instead of a loan. (the Construction Fund exists primarily to <br /> provide low interest loans for the construction or rehabilitation of raw water projects. Non- <br /> reimbursable investments are approved only when the project or study is of statewide interest and <br /> benefits a wide range of people and organizations,and/or a large geographical area. <br /> This is a matter of statewide conern, and it should be done to affect how public policy <br /> decisions are made. This could benefit future entities that are considering applying for an <br /> RICD water right in the future, and they could inform the public debate over effective and <br /> objective quanitification methods. <br /> 6. List the names and addresses of any technical or legal consultants retained to represent the applicant or <br /> to conduct investigations for the proposed project or study. <br /> Name Address &Phone Number <br /> N/A <br /> 7. List any feasibility study or scope of work that has been completed or is now in progress for the <br /> proposed project or study. (Submit one copy with this application): <br /> None. However, the CWCB and RICD applicants have expended funds, in the context of <br /> litigation, to determine the true economic benefits of RICDs, and the proper quantification <br /> methods. With regard to instream flow water rights, and the benefits and true value of <br /> instream flow water rights (both from a fishery perspective and an aesthetic perspective), this <br /> type of statewide effort has not occurred. <br /> • <br />
