Non-Reimbursable Application-CWCB Construction Fund <br /> Form Revised January 2009 <br /> 5. Explain why you are requesting a grant, instead of a loan.(The Construction Fund exists primarily to <br /> provide low interest loans for the construction or rehabilitation of raw water projects. Non- <br /> reimbursable investments are approved only when the project or study is of statewide interest and <br /> benefits a wide range of people and organizations,and/or a large geographical area. <br /> There are 100 ground based cloud nuclei generators in Colorado targeting mountain ranges to produce small <br /> amounts of additional snowpack and there are many beneficiaries of this activity. Cloud seeding is an issue of <br /> regional significance through Colorado River agreements to pursue water augmentation alternatives. <br /> The CWCB and Colorado River funding has been helpful in getting Colorado's programs more advanced and <br /> modern with an investment in new equipment and modern methodologies that will help with scientific <br /> credibility of our operations. Weather stations with icing sensors determine when conditions are right to seed <br /> and help ensure funding is well spent. <br /> In reference to question 6 below,the contractors or permit holders are listed.They hold the State of Colorado <br /> permit. CWCB funding is distributed to governments and water districts which they match with their own <br /> funding for cloud seeding through consultants. The entities that benefit from CWCB funds are: Southwestern <br /> WCD, Dolores WCD,City'of Durango,Durango Mountain Resort,Florida WCD, Pine River Irrigation District, <br /> Pagosa Area W&S,Gunnison County,Crested Butte Ski Area,Crested Butte W'&S,Town of Gunnison, <br /> Collbran WCD,Grand Mesa WCD,North Fork WCD,Fruitland Mesa WCD,Crawford WCD,City of Grand <br /> Junction,Colorado Springs Utilities,and Denver Water. <br /> • <br /> 6. (Submit one copy with this application): <br /> The feasibility of weather modification through cloud seeding is documented through numerous research experiments <br /> predominantly funded by NOAA and the GSf3R over the last four decades. The CWCB online database now houses over two <br /> hundred reports and studies related to cloud seeding and weather modification. Wintertime cloud seeding has a well <br /> documented history of research,operations,and experimentation. <br /> An independent statistical streamflow evaluation of the Vail/Beaver Creek cloud seeding program was published in the 2009 <br /> Weather Modification Association Journal. Eight closely spaced basins in the Vail watershed were analyzed.Evidence for <br /> • statistically significant seeding effects ranging from-,-6.3%to—28.8%were found for five of the eight seeding targets. <br /> (abstract attached) <br />
