Provide a brief description of your organization below: <br /> The State has had a weather modification permitting program since 1972.Authority to administrate that program <br /> has been delegated from the DNR-EDO to the CWCB since 1987.The CWCB has expanded its program from <br /> permitting and compliance to provide non-reimbursable investments to water users that sponsor wintertime cloud <br /> seeding programs. In 2007 agreements through the Colorado River Seven Basin States have strengthened the <br /> CWCB's ability to provide funding and technical assistance. A strategic plan was adopted in May 2008 allowing <br /> for grants for operations,grants for equipment,studies,and evaluations of operations. <br /> Part B.-Description of the Project or Study <br /> 1. (Please include county, and approximate distance <br /> and direction from the nearest town): <br /> There are active wintertime cloud seeding programs in southwestern Colorado(Southwestern CD and <br /> several water users),Gunnison River Basin(Gunnison County& Upper Gunnison River WCD), the <br /> Grand Mesa(Water Enhancement Authority),the Upper Roaring Fork Basin (Colorado Springs <br /> Utilities),and at Winter Park(Ski Resort and Denver Water). <br /> 4. Please provide a brief narrative description of the proposed study or demonstration project including <br /> purpose,need,and service area. (Attach scope of study, if available) <br /> The CWCB has had wintertime cloud seeding grants since 2004 at the request of water users. In 2007 <br /> agreements were signed between three Lower Basin States Water Users and the CWCB. An agreement <br /> between the New Mexico Interstate Stream Commission and CWCB has the same purpose, which is to <br /> pursue water augmentation through cloud seeding to benefit snowpack and stream flow for water <br /> management. The focus of the CWCB program is to further develop funding and technical assistance <br /> through: permit monitoring and compliance,tools to monitor and cutail operations in high snowpack <br /> and avalanche periods,grants to operations, modernization of equipment and methodologies, and <br /> studies and evaluations of the effectiveness of cloud seeding. <br /> 2 <br />
