CWCB LONG RANGE PLAN <br /> Adopted July 20, 1994; Revised May 23, 1995 <br /> Page 15 <br /> apportionments. <br /> Objective Preparation and Emergency Response: To implement flood preparedness <br /> mitigation measures and post-recovery operations during all major flood <br /> events, and to document the effectiveness of those measures within six <br /> months in conjunction with the State's Emergency Response Plan. <br /> Objective Hazard Mitigation Plan: To support the timely revision of the flood- <br /> related portions of Colorado's Hazard Mitigation Plan and the <br /> implementation of objectives set forth in the plan. <br /> Objective Flood Insurance Participation: To assist Colorado communities in <br /> obtaining accurate flood insurance and flood hazard maps and increase the <br /> percentage of structures in Colorado floodplains covered by flood <br /> insurance to 25 percent by 1998, and 50 percent by December 2003 <br /> (approximately 16 percent covered by 1993). <br /> • Objective Floodplain Information Support System: To develop and implement a <br /> floodplain information support system by December 1995 which is a <br /> compatible part of the DNR Geographic Information System (GIS). <br /> Objective Flood Emergency Preparedness: To develop and implement an annual <br /> planning process, including a snowmelt-runoff model, for flood forecasting <br /> and advance avoidance actions by December 1996. <br /> Objective Local Assistance: To develop guidelines by December 1995 to guide local <br /> government and water conservancy districts through the process of <br /> developing flood protection plans and projects for flood threatened areas, <br /> taking full advantage of state and federal funding programs. <br /> Objective Service Capability: To restore funding and authorization for one <br /> additional FTE by December 1995 and in matching funds for federal <br /> assistance programs by December 1998 in order to (a) delineate <br /> floodplains, including areas below dams, (b) implement flood mitigation <br /> measures, (c) develop an annual program for the education of floodplain <br /> users, (d) assist local governments in the development and implementation <br /> of their own flood risk management programs and (e) develop and <br /> implement a program to integrate wetlands concerns with floodplain <br /> • management priorities and emergency response activities. <br />
