I 2.3 Fish and Wildlife Resources Account I In 1987, HB 87-1158 created the Fish and Wildlife Resources Account, also known as the "Mitigation" Account, in the Construction Fund. Procedures for obtaining mitigation grant approval are found under section 37-60-122.2, CRS. INon-reimbursable expenditures totaling $5.31 million has been approved by the Board from the Mitigation Account for mitigation plans approved by the Division of Wildlife. These disbursements are listed below. I The COFRS balance in the Fish and Wildlife Resources Account was $4,670,436 on June 30, 1998. Part XIV (7)(B) of SB 99-215 ("Long Bill") transferred $378,036 from the Fish and Wildlife Resources Account to be appropriated for use in the Platte River Cooperative Agreement. Also, the Grand Valley Water Management Program (shown in Table 2 below) and the DOW Native Aquatic Species Facility project (table 2 below) has been appropriated but not encumbered by a contract. The balance in COFRS mistakenly did not reflect this reservation of funds. Therefore, the true balance of funds available for further appropriations within the Fish and Wildlife Resources Account was $1,042,400 on June 30, 1999.
