I Icertain water related projects in Colorado under agreements with power users of the federal Colorado River Storage Project (CRSP) required to recover the four endangered fish species of the upper IColorado River, including the San Juan River. Loans from the account must be approved by the General Assembly in accordance with Section 37-60-122(1)(b), CRS. The Board shall determine the interest rate and repayment period for each loan. Interest earned in the account is credited to the IConstruction Fund. The State Treasurer was directed to transfer$2,000,000 from unreserved funds in the Construction Fund into the account. I 2.11 Reserve for Transfer to the Species Conservation Trust Fund IPursuant to HB 98-1006,the State Treasurer was directed to transfer$1,500,000 from unreserved cash in the CWCB Construction Fund to the newly created Species Conservation Trust Fund. IExpenditures from the fund are intended to promote conservation of native wildlife species whose populations are declining. The General Assembly initially appropriated$10 million into the fund I from several sources. The Executive Director of the Department of Natural Resources, in consultation with the CWCB and the.Colorado Wildlife Commission, must annually prepare a list of programs eligible to receive funding from the fund. I 2.12 Publications Account IIn 1994 through SB94-029,the General Assembly created the Publications y s Account within the Construction Fund. A starting balance of$5,000 was transferred into the account. Fees were Iestablished by the Board to recover costs for disseminating data and to be able to recover costs for minor expenses such as photocopying. Revenue to the account is now derived mainly from the sale I of board meeting notebooks. The publications account has been used to publish documents related to the Instream Flow Program and a brochure for the Office of Water Conservation. I The ending balance of the Publications Account since its creation in 1994 is shown below. The balance in the account was $7,809 on June 30, 1998.
