2.9 Publications Account
In 1994 through SB94-029,the General Assembly created the Publications Account within the
Construction Fund. A starting balance of$5,000 was transferred into the account. Fees were
established by the Board to recover costs for disseminating data and to be able to recover costs for
minor expenses such as photocopying. Revenue to the account is now derived mainly from the sale
of board meeting notebooks.
In FY 95-96, the account was used to publish three documents related to the instream flow '
program, as listed below. The balance in the account was $5,410 on June 30, 1996.
• Tabulation of Instream Flow Water Rights
• Statement of Basis and Purpose and Rules and Regulations concerning the
Colorado Instream Flow and Natural Lake Level Program
• Development of Instream Flow Recommendations in Colorado using R2CROSS

2.10 Arkansas River Augmentation Loan Account I
BB 95-1155 created the Arkansas River Augmentation Loan Account in the Construction Fund.
A total of$1.5 million was transferred into the account. Distributions were made to the Lower I
Arkansas Water Management Association(LAWMA)in FY95-96 and these short term bridge loans
have been fully repaid through the financing package to LAWMA in SB 96-124. The balance of the
Arkansas River Augmentation Loan Account was$1.5 million on June 30, 1996.
