1 <br /> 2.9 Publications Account <br /> In 1994 through SB94-029,the General Assembly created the Publications Account within the <br /> Construction Fund. A starting balance of$5,000 was transferred into the account. Fees were <br /> established by the Board to recover costs for disseminating data and to be able to recover costs for <br /> minor expenses such as photocopying. Revenue to the account is now derived mainly from the sale <br /> of board meeting notebooks. <br /> In FY 95-96, the account was used to publish three documents related to the instream flow ' <br /> program, as listed below. The balance in the account was $5,410 on June 30, 1996. <br /> • Tabulation of Instream Flow Water Rights <br /> • Statement of Basis and Purpose and Rules and Regulations concerning the <br /> Colorado Instream Flow and Natural Lake Level Program <br /> • Development of Instream Flow Recommendations in Colorado using R2CROSS <br /> The starting balance of the Publications Account since its creation in 19 t is shown below. Distributions were made to the Lower I <br /> Arkansas Water Management Association(LAWMA)in FY95-96 and these short term bridge loans <br /> have been fully repaid through the financing package to LAWMA in SB 96-124.
