• <br /> • <br /> • <br /> • Economic Factors and Next Year's Budget and Rates <br /> • The unemployment rate for El Paso County in 2008 was 5.8% up 1.7% from the 2007 <br /> • average. This compares to the national average of 7.2% and state average of 5.8% for <br /> • <br /> 2008. <br /> • Total land use permits issued in 2008 were 136, with 121 residential, 9 commercial and 6 <br /> • miscellaneous. This is down 25 permits from 2007, with the decrease coming in <br /> • residential permits. 2009 is expected to meet or be slightly higher than 2008 numbers. <br /> • Total retail sales tax is budgeted at $4,193,487 for 2009, which compares to $4,032,199 <br /> • in 2008, an increase of 4%. <br /> • Property tax revenue is expected to increase $69,444 in 2009 due to higher assessed <br /> • valuations. The mill levy for 2009 is 6.289 mills, unchanged from 2008. <br /> • <br /> • The 2009 budget includes capital projects for the Third Street Project, asphalt repairs and <br /> • the design of the traffic light at Beacon Lite and 105. The Water Enterprise Fund has <br /> capital projects that include work on existing wells and structures, the Town's share of <br /> • the build out of the Forest Lakes water tank and a water line to that tank, a trailer for <br /> • moving equipment and 50% of the Caustic Soda Project. The Town has contracted for the <br /> • construction of a new governmental facility building that is being financed by voter <br /> approved sales tax revenue. In 2007 the Capital Projects Building Fund was set up to <br /> • accurately track the revenue and expenditures for this project. This project will be <br /> • finished in April of 2009. <br /> • <br /> • The Town is also conducting a storm drainage master plan and is continuing to examine <br /> the zoning and subdivision ordinances.
