and the long throated flume constructed,as shown on Figure 7. The cost to complete this task was <br /> $46,496.00. Most of the cost was covered within the budgeted loan amount. <br /> As part of the east breach repairs, CHSDRC determined that a bridge across the George Rist Ditch was <br /> installed without the Ditch Company's authorization. It was also determined that several structures had <br /> been constructed on the ditch bank within the legal easement for the ditch, also without authorization <br /> from the Ditch Company. The bridge was determined to be a major factor in the damages to the ditch <br /> during the flooding. In Figures 8 and 9, it is clear that debris was caught on the bridge causing water to <br /> back up and over top the ditch bank, contributing to the eastern breach. CHSDRC Board received a <br /> temporary restraining order to allow for the removal of the bridge. Due to time constraints imposed by <br /> the Courts,the Board proceeded with the removal. The total cost to remove the bridge was$9,010.54. <br /> This was done as Change Order 5 to Gerrard's contract. <br /> The encroachments by this property owner also affected the repairs at the eastern breach. Due to the <br /> encroachments,the ditch banks had to be steepened to a near 1:1 slope with buried rip rap,Exhibit 10. <br /> During the first water run in the ditch,there has been some movement in the embankment. Although the <br /> integrity of the repairs is not in question, additional monitoring by the ditch rider will be conducted <br /> during the 2014 irrigation season, subsequent repairs may be needed after the season. Several options <br /> have been evaluated including placement of concrete blocks(2.5ft x 2.5ft x 5ft)along the ditch bank for <br /> stabilization. This cost would be approximately$7,500.00 <br /> Additional road base material was installed to repair and restore the ditch rider road from the headgate <br /> through the east breach. Prior to the flood,ditch access was very limited along the ditch and to the <br /> headgate. The installation of an all-weather surface and creating access will allow the ditch rider to <br /> access these areas and for CHSDRC to complete ongoing operations and maintenance to the George Rist <br /> Ditch. The cost to establish access and install an all-weather surface was approximately$26,000.00. <br /> Approximately 2,500ft down the ditch from the eastern breach,additional damage to the ditch bank was <br /> discovered. The damaged area was not immediately identified after the flood. The downstream bank of <br /> the ditch has sloughed due to over topping during the 2013 flooding. The area is approximately 60ft in <br /> length, 2-3ft in depth, and 20ft down the slope of the ditch bank, as shown in Exhibit 11. The area will <br /> be monitored during the irrigation season. Repairs will be completed this fall after the irrigation and <br /> reservoir run have been completed. Any materials needed for the repairs will be borrowed for the quarry <br /> at Boedecker Lake. The approximate cost is$12,500.00. <br /> In conclusion,the increase in the loan amount of approximately$70,000 or 15%of the original loan <br /> amount will allow for complete repairs related to the September floods of 2013. All of the original work <br /> was completed within budget.
