N <br /> �, � 51 0,vk 5, Iva <br /> CWCB Water Project Loan Program <br /> 1313 Sherman St.,Rm. 721 <br /> Denver, CO 80203 <br /> RE: Emergency George Rist Ditch Repairs,Loan Contract#C150380 <br /> Additional Loan Amount for George Rist Ditch Flood Repairs <br /> Dear Mr. Hernandez: <br /> This letter is being sent on behalf of the Consolidated Home Supply Ditch and Reservoir Company <br /> (CHSDRC)to request an increase in the loan amount for the George Rist Ditch Flood Repairs related to <br /> the September 2013 floods. <br /> 7a IL <br /> The original loan amount was$448,440.00. addition to the loan amount, CHSDRC received two- <br /> $25,000 grants from the CWCB. Total fundin to repair the flood damage was $498,440.00. CHSDRC is <br /> requesting an increase in the loan amount to$518,440.00 or 15%. This would bring the total funding for <br /> repairs to $568,440.00. All activities related to the original loan amount have been complete, including <br /> the addition of an overflow crest weir and headgate at the western breach. The headgate was a <br /> replacement for an existing gate destroyed in the flood. The overflow crest weir was installed to protect <br /> the ditch from future overtopping. These additional items were fully covered within the existing funding <br /> amounts. A vicinity map of these repairs is attached as Figure 1. Pictures of the repairs are attached as <br /> Figures 2 and 3. <br /> The increase in the loan amount is a request for additional repairs already completed to the George Rist <br /> Ditch, including ditch repairs and debris removal below Dry Creek,replacing the damaged flume, <br /> removal of a bridge downstream of the east breach,completion of the ditch rider road restoration from <br /> headgate through the breach repairs. The additional loan amount would cover the cost to complete <br /> additional repairs at the east breach and a damaged section of ditch downstream of the east breach that <br /> was not discovered until this spring. <br /> CHSDRC works directly with Mike Orback for annual maintenance and start-up of the ditch each year. <br /> It was during these activities that additional debris and damage to the George Rist Ditch was discovered <br /> at a point downstream of the Dry Creek structure. The George Rist Ditch and Dry Creek converge and <br /> share the same channel for approximately 350ft before Dry Creek returns to the channel downstream, as <br /> shown in Figure 4. The debris,damaged section,and subsequent repairs are shown in Figures 5 and 6. <br /> The cost to complete this was $6,739.00. <br /> The existing flume was damaged during flooding and was known to have operation issues prior to the <br /> flooding. After additional field investigation and conversations with the Big Thompson River <br /> Commissioner, it was determined that the existing flume could not be repaired. Deere&Ault designed a <br /> long throated flume to replace the damaged flume. The damaged flume was demolished and removed <br />
