Water Supply Reserve Account—Grant Application Form <br /> Form Revised May 2007 <br /> 7. Please provide a brief narrative of any related or relevant previous studies. <br /> A. FMRICo engaged Civil Design Group, Inc. of Denver to do a feasibility study and preliminary cost <br /> estimate for the project. The conclusion was that the project is feasible from an engineering standpoint, and the <br /> construction cost estimate at that time was$1,788,000, but this estimate did not include pumps and some of the <br /> other items that are listed in the budget attached to this request. The cost of this study was$10,000, which has <br /> already been paid by FMRICo. A copy of the text of this report is attached at the end of this application. <br /> 13. Groves engaged T'GA Water Engineers to do a conceptual study and preliminary design of the <br /> project. The conclusion was that the project is feasible from an engineering standpoint and that construction <br /> of the project would firm up water supplies needed by Groves for augmentation purposes. The cost of this <br /> work has been approximately $6,500, which has already been paid by Groves. <br /> C. Groves engaged J13 Wright and Associates, Inc. to perform a survey for the preliminary pipeline <br /> routing. The cost of this survey was $5,000, which has already been paid by Groves. <br /> 8. Additional Information - If you feel you would like to add any additional pertinent information please <br /> feel free to do so here. <br /> A. It is the intent of the Applicants to bring as much matching money into this project as possible. At the <br /> time of this application, it is not known exactly how much that will he,as the outcome is dependent upon <br /> related grant applications that have not been acted upon yet, but should be known by the time a final grant <br /> contract is signed. At this time,we can describe the plan and how the various parts fit together. <br /> 13. First,the Applicants plan to fund 50%of the project themselves. The plan is to finance this with <br /> CWC13 construction fund loans that will be applied for by FMRICo and Groves while this grant application is <br /> being processed. The plan is for each applicant to provide 25%of the estimated $2.2 million, for a total of <br /> $I,100,000. CWC13 stall'has made it clear that no action on the loan applications will he taken by the CWC13 <br /> until the outcome of this grant request is known. So,this grant is being requested first. <br /> C. Second,Ducks Unlimited plans to request a grant from the Colorado Division of Wildlife Wetlands <br /> for Wildlife Program. If successful,this source of funds would provide up to$100.000 in matching funds. <br /> and would he available in the summer of 2009. These dollars originate from the State of Colorado and <br /> would be used under a Site Specific Agreement between the landowners and DU. Right now, grant <br /> applications are due at the end 01'2008. If successful,this grant would he used to replace a portion of this <br /> grant requested from the Statewide Account. This is why we are initially asking for"up to$850,000"from the <br /> Statewide Account. <br /> D. Additionally,we plan to seek funds that may be available under the federal Farm Bill. Landowners <br /> involved in the project can individually apply for Environmental Quality Incentives Program dollars. These <br /> are conservation contracts between producers and the USDA that will pay 50%of costs on project <br /> installation(pipeline, pumps, etc.). Producers must meet eligibility requirements and are restricted to <br /> $50,000 per contract. If successful,these grants would also he used to replace a portion of this grant requested <br /> from the Statewide Account. This is why we are initially asking for"up to$850.000- from the Statewide <br /> Account. <br /> 13 <br />
