Northern Water Description <br /> The Northern Colorado Water Conservancy District (Northern Water) is a quasi-municipal entity and a <br /> political subdivision of the State of Colorado organized under and governed by the Water Conservancy <br /> Act, C.R.S. §§ 37-45-101 et seq. Northern Water was created by a decree of the Weld County District <br /> Court, State of Colorado, dated September 20, 1937. Under contract with the United States, Northern <br /> Water has operation and maintenance responsibilities for Colorado-Big Thompson Project(C-BT) <br /> facilities, including Granby Dam and Reservoir. Northern Water includes portions of Boulder, <br /> Broomfield, Larimer,Weld, Morgan, Washington, Logan, and Sedgwick counties. A map of C-BT and <br /> Northern Water is shown in Figure 1. <br /> Northern Water began C-BT water deliveries in 1954, which have averaged approximately 210,000 <br /> acre-ft. Deliveries are made to municipal, industrial, and agricultural users. <br /> Northern Water specifically has the power and authority to generate, distribute, sell, or contract to sell <br /> electric energy at wholesale through the operation of the works and facilities of Northern Water. The <br /> electric energy may be used both within and without the boundaries of Northern Water. <br /> C.R.S. § 37-45-118(2). <br /> Northern Water will own, maintain, and operate Granby power facilities through the Northern Colorado <br /> Water Conservancy District Hydropower Water Activity Enterprise (Hydropower Enterprise). The <br /> purposes of the Hydropower Enterprise include acquiring, constructing, operating, and maintaining <br /> hydropower plants; and generating, distributing, selling, or contracting to sell electric energy. As <br /> required by Colorado law, the governing body of the Hydropower Enterprise is the Northern Water <br /> Board of Directors.
