Project Cost
The project cost was determined based upon an estimate prepared by CH2MHi11, a quotation from the
turbine supplier Gilkes, an estimate of interconnection costs from MPEI, and experience gained from
construction of Carter Hydro. Table 2 illustrates the major components of the cost.

In addition to the costs listed above, Northern Water has funded recent studies on the project including
the following:
• Feasibility Study by CH2MHi11, August 2011, $81,000.
• Preliminary Design including detailed Computational Fluid Dynamics Modeling and Transient
Analysis by CH2MHil1, October 2012, $54,000.
• Powerhouse siting refinement by CH2MHi11, October 2013, $30,000.
• In-Tunnel and Penstock Design by CH2MHi11, to be completed by June 2014, $97,000.
• MPEI Power System Impact Study, January 2014, $18,000.
Additionally, as part of the LOPP, Northern Water agrees to forward fund Reclamation for their review
and administrative time. Thus far, Northern Water has provided$55,000 to Reclamation. Therefore, a
total of$335,000 has been spent or committed thus far. It is anticipated that there will be approximately
$200,000 to $250,000 of additional design expenses paid for by Northern Water prior to awarding the
turbine procurement and construction contracts. Hence, the total of Northern Water contributions to the
project outside of the anticipated loan proceeds is expected to be between $535,000 and $585,000.
These expenditures will cover the 10% of the project cost not covered by the 90% covered by the project
loan.
