The pump in the ponds is undamaged. The purpose of the project is to dredge the flood silt <br /> from the ponds by April 1st, 2014, so that irrigation can resume. <br /> Alternative 1: The no-action alternative. This alternative is unacceptable, as it would mean the <br /> termination of our ability to irrigate our hay pastures. <br /> Alternative 2. Excavating Silt from the ponds. <br /> The total acreage of the 2 ponds is approximately 2.64 acres. The estimated volume of silt is <br /> between 20,000 and 25,000 cubic yards. In addition, about 800 feet of the access road for the <br /> ponds was silted in or washed out, and needs to be built up with road base. <br /> There are three possibilities for disposing of the silt. <br /> • One is to haul the silt off site at our expense to some location where it can be used. This <br /> option is cost-prohibitive. <br /> • A second option is to locate an organization that needs fill material and make <br /> arrangements for that organization to haul out the silt at its expense. <br /> • A third option is to dump the silt into another pond on site which is not used for <br /> irrigation and which was not damaged in the flood. If this third solution is used, one <br /> headgate will need to be re-located. We will compare costs of the three removal <br /> methods and choose the less expensive one. <br /> Implementation Schedule <br /> All excavation work, road repairs and headgate relocation will be completed by April 1, 2014. <br /> Permitting <br /> No permitting is expected to be required, as the ponds are located above the normal high <br /> water mark of the river channel, and entirely on private land of the ranch. <br /> Institutional Considerations <br /> The irrigation ponds are located close to the South Side Ditch, which runs within 10-50 yards to <br /> the south of the ponds. The ranch is working in close collaboration with the Ditch Company, <br /> which needs access and material from ranch property to firm up a ditch bank next to the river <br /> that is in danger of washing out in next spring's high water. The Ditch company has received a <br /> CWCB grant for river bank stabilization, and there is a strong likelihood that an excavator can be <br /> chosen who can complete both projects in the same time frame, thereby minimizing costs of <br /> both. <br /> Financial Analysis <br /> We have received one ball-park estimate from an excavator that the pond excavation work will <br /> cost between $78,000-$80,000, including excavation, stockpiling the silt on site, and road <br /> repairs.
