Basin States Technical Committee Meeting <br />Review of the First Year of Operations under the December 2007 Interim Guidelines <br />January 15, 2009 <br />10:00 AM to 4:00 PM (approximately) <br />Mezzanine Room 4 <br />McCarran International Airport <br />Las Vegas, Nevada <br />AGENDA <br />10 am —12:30 pm <br />• Review /Discussion of First Year of Operation under the Interim Guidelines <br />• Review of the operational tier criteria and the resultant operation. <br />• Operational issues <br />• Lake Powell <br />• Lake Mead <br />o Questions <br />• How should inadvertent overruns be handled under coordinated reservoir operations? <br />• In addition to lower basin uses, the operations at Havasu and Mohave may have had an <br />impact on Mead's elevation and consequently the Powell release. Are there pre- <br />determined criteria that govern and justify these operations? How did or could this <br />affect equalization releases? <br />• Steady flows in September and October complicated the determination of the <br />equalization volume resulting in an over - release of 75,000 ac -ft. Considering the gains <br />between Glen Canyon and Lee Ferry, is there a better way to conduct equalization to <br />eliminate the guesstimate in late August that fixes the September equalization release? <br />• There is a real possibility of Powell being in equalization and Mead being below <br />elevation 1105 for perhaps the first 3 years. Is it possible that the low probability we <br />were previously given for the occurrence of these conditions may have been in error <br />and if so should an adjustment be made within the existing criteria? <br />12:30 —1:00 pm <br />• Lunch (provided) <br />1:00 — 4:00 pm <br />Discussion of need/possible solutions for better communication throughout the operating year <br />o Questions: <br />• What are the issues that previously were single -basin issues and now directly affect <br />both basins under coordinated reservoir operations (i.e. LB operations impacting <br />releases from Mead, Experimental flows at Lake Powell)? <br />• How can both basins be appropriately involved at the right time on issues that impact <br />them under coordinated operations? <br />• At the critical time for determining the coordinated operations tier and releases, Mead's <br />planned releases jumped significantly (200,000 ac -ft from March to April) which <br />affected Mead's projected storage elevation and Powell's release. How can the <br />justification, with a period to comment, for such be communicated to both basins in a <br />timely manner? <br />
