The existing embankment has seepage on each groin in the Hay Gulch channel, a sand filter <br /> blanket will be placed on each groin over the existing embankment and under the fill. The <br /> blanket will begin about 15 feet below the crest and extend downward to the base where it will <br /> connect with a toe drain. The toe drain will be an 8 foot deep by 4 foot wide trench between the <br /> Hay Gulch canyon walls. The trench will be filled with sand with a drainage pipe with slots <br /> sized for the gradation of the sand. ASTM C-33 sand hauled from a gravel pit is assumed for the <br /> drainage blanket and toe drain, however, further geotechnical investigations may show sand is <br /> available locally with properly designed drainage pipes. <br /> Large sand stone is available in the reservoir basin to rip rap the upstream face of the <br /> embankment and the spillway as needed. <br /> The embankment volume and estimated cost is shown in Table 6. <br /> 12.5 Land and Rights: The land and rights for the project will be included in the project cost <br /> with the negotiations and agreements performed by the Company Board of Directors. The <br /> existing reservoir is on land owned by the Mormon Church which the Company is in the process <br /> of acquiring. Most of the land for the enlargement is not owned by the Church but individuals <br /> and companies. An estimated 120 acres will be required at a cost of$1200 per acre. The major <br /> land issue, as described in the Alternatives section is the gas well on the west side of the <br /> reservoir and the home on the north side of the reservoir. The gas well is expected to be <br /> abandoned by construction; an arrangement will be necessary with the well company to purchase <br /> the land when the well is abandoned. <br /> 12.6 Permitting: The primary permits for the enlargement will be a 404 Permit from the Corp <br /> of Engineers and approval of Plans and Specifications from the State Engineer. The issues for <br /> the 404 Permit will be wetlands and endangered fish species downstream in the San Juan River. <br /> Plans and specifications will be prepared for submission to the Colorado State Engineer <br /> following a construction loan contract between the CWCB and the Company. Additional <br /> geotechnical investigations, detailed topography, and detailed designs will be prepared for the <br /> plans and specifications. <br /> 25 <br />
