Metropolitan Water Supply Investigation MWSI Process <br /> were established to develop scopes of work, coordinate information gathering efforts, and <br /> oversee the consulting team's efforts in each of these areas. Later in the process, a fifth <br /> work group was established to oversee efforts related to the possible use of Chatfield <br /> Reservoir for water supply storage purposes. Members of each work group are listed in <br /> Appendix 5. <br /> These conceptual water supply categories are described as follows: <br /> • Conjunctive Use—This category is defined to include arrangements which would <br /> achieve coordinated use of the metro Denver region's surface systems and <br /> groundwater systems in a manner that would allow more efficient use of each <br /> resource than could be attained by separate and independent use. <br /> • Effluent Management—This category focuses on ways to increase regional water <br /> supplies through reuse and exchanges of reusable effluent in a manner that would <br /> be compatible with the water quality management plans of the Metro Wastewater <br /> Reclamation District and others. <br /> • Interruptible Supply Arrangements—This category involves ways to achieve <br /> voluntary short-term transfers of water supplies, such as those associated with <br /> agricultural, industrial, and instream flow water rights,to meet municipal needs in <br /> times of shortage, without permanent reallocation of water uses. <br /> • Other Systems Integration Ideas—This was originally designed as a"catch-all" <br /> category to allow for ongoing brainstorming efforts by the TAC and exploration of <br /> promising ideas that might emerge from discussions regarding the first three <br /> categories. Work within this category included developing information, maps and <br /> tools to facilitate discussions and brainstorming sessions regarding possible <br /> linkage of water supply and distribution systems so as to more fully utilize regional <br /> water supplies. Part of this effort was to assist the consulting team in coordinating <br /> the efforts of the other work groups and in identifying areas of overlap. <br /> In order to enhance the level of trust and working relationships between its members,the <br /> TAC informally agreed to discussion ground rules as summarized below. <br /> • Members would seek to identify and involve all interested stakeholders; <br /> • Members would identify and communicate issues and concerns as early in the <br /> process as possible; <br /> • Agreement to study certain options would not commit anyone to implementation <br /> of such options; <br /> • Public representation of any TAC position would not be permitted without review <br /> and approval of the entire group; <br /> • Work products would be drafted by small groups followed by review and comment <br /> by the entire group; <br /> • Opinions expressed by TAC members would be considered as individual opinions, <br /> not for attribution, and not assumed to be the position of any agency unless <br /> expressly identified as such; <br /> 7 <br /> Prepared for the Colorado Water Conservation Board,Colorado Department of Natural Resources by <br /> Hydrosphere Resource Consultants,1002 Walnut Street,Suite 200,Boulder,CO 80302 <br />
