Backwash Pond: A backwash pond may be necessary to dispose of backwash water from the <br /> treatment process if a discharge permit to the Pine River cannot be obtained or is overly costly. <br /> A pond size of 50 feet by 100 feet is included in these plans. The amount of water is depended <br /> upon the treatment process which will be one of the selection criteria. An 8 inch diameter <br /> pipeline is included from the treatment plant to the pond and/or to the Pine River. <br /> Pipeline to Tank: A 2 foot diameter pipeline will convey water from the treatment plant to a <br /> storage tank located lower in elevation so that water can be conveyed by gravity. <br /> Water Storage Tank: A 2 million gallon water storage tank is included to provide significant <br /> storage of treated water. The tank will be approximately 160 feet in diameter and 15 feet high. <br /> The tank provide peaking water so that the size of the treatment plant can be reduced. <br /> Distribution Pipeline: A 2 foot diameter pipeline will convey water from the water tank to the <br /> edge of the Vallecito property where the Company water lines will begin. A flow meter and <br /> valve will be located near the tank to measure the water provided to the Company. <br /> Vallecito Water Company Distribution Pipelines: The Vallecito Water Company will construct <br /> distribution pipelines ranging in size from 24 to 8 inch diameter. The main pipeline is expected <br /> to follow County Road 501 south to Bayfield then west along US Highway 160 to Elmore's store. <br /> Smaller lines will extend and loop from the main line to serve various areas. The exact routes <br /> are in the process of being planned, based on tap sign ups. The total mileage of distribution <br /> pipelines is expect to eventually be about 40 miles. <br /> Water Rights <br /> The District's main water right is for Vallecito Reservoir decreed for 129,674 acre-feet with a <br /> 1966 adjudication date and a 1935 appropriation date. The purposes of the water rights include <br /> "irrigation, domestic, stock water, and other beneficial purposes". The District also has 12 water <br /> rights that were originally for the irrigation ditches under the reservoir which have been <br /> converted to reservoir storage; the ditches total 44.875 cfs. Copies of the decrees for all of the <br /> water rights are included in Appendix B. <br /> The District has a contractual agreement with the United States concerning Vallecito Reservoir. <br /> The Vallecito Dam Project cost has been fully repaid to the Federal Government, the extent of <br /> the Federal Government control of the water supply has not yet been fully interpreted. A key <br /> clause in the contract is: <br /> • "The United States has heretofore constructed the project works on the Pine River, known <br /> as the Pine River Project, for the impounding and storage of water for the irrigation of <br /> lands of the District and other lands, and for other purposes." <br /> 6 <br />
