2 Appoint a Representative who will: <br /> a. Represent the State in carrying out its obligations under this Contract, subject to the <br /> limitations specified in Colorado State Law. <br /> b. Work with the Foundation on fiscal matters, accounting procedures and audit <br /> reports. <br /> 3 Appoint a Field Engineer (Technical Representative or Project Officer) on a project-by- <br /> project basis for all contracts or projects carried out or funded under this Contract. The <br /> Field Engineer will: <br /> a. Work with the Foundation and UCRIP and SJRIP to prepare the work schedules <br /> necessary to complete the projects identified in step 1 above. <br /> b. Working with the Foundation, develop requests-for-proposals and other contract <br /> documents for work to be funded with Recovery Program funds. <br /> . In cases dealing with disbursement of funds for acquiring water rights, provide the <br /> Foundation, with written direction and the resolution adopted by the Implementation or <br /> Coordination Committee recommending allocation of the funds. The resolution will <br /> contain the following information: <br /> a. The specific purposes for which the funds are to be disbursed. <br /> b. A detailed description of the water right to be acquired. <br /> c. The owner of the water right. <br /> d. The exact or maximum amount to be expended in acquiring the water right. <br /> The State will work with the Foundation to assure the acquisition is done according to <br /> state law. <br /> . Coordinate the report of activities of the Foundation with the UCRIP and SJRIP, <br /> including the accounting to the State,UCRIP and SJRIP of all funds maintained, <br /> received, and/or expended pursuant to this Contract. <br /> Receive and review reports from federal agencies (Reclamation, Service, WAPA) <br /> informing the State and Foundation that Congress has reserved funds for federal <br /> agencies to perform work under the UCRIP and SJRIP. <br /> F. Contribute cost share funds as set forth in#5 herein, in an amount not to exceed <br /> $1,631,000 (this includes direct payments from DNR to the Colorado Division of <br /> Wildlife in the amount of$271,800) for the State's FY01-02, and not to exceed <br /> $7,515,000 for the remaining term of this agreement. This obligation is contingent <br /> upon the appropriation of funds by the State. <br /> 6 <br />
