44 <br />STEP 04 —RECOMMENDATIONS <br />Extent of National Interest <br />Step 04 will identify those problems in which the national interest <br />is greatest and determine the Federal role in helping to provide the capa- <br />bility to resolve each of these severe broblems or groups of problems, in- <br />cluding implementation, planning, research and data - collection capabilities. <br />The WRC member agencies will review the severe problems <br />identified by the assessment that require for their solution, either imple- <br />mentation of existing plans, initiation of planning, or research and data - <br />collection. <br />In reviewing these problems, the WRC member agencies will <br />recommend which problem areas or problem types should receive addi- <br />tional emphasis and additional funding. <br />Level B Studies <br />The assessment will recommend geographical areas where Level <br />B studies should be conducted both between 1975 and 1980 and between <br />1980 and 1990 - -- those areas with concentrations of severe problems. <br />These areas will be recommended as having top priority for additional <br />comprehensive planning efforts, unless the review of ongoing planning <br />stuides indicates that the area has completed or is undergoing a com- <br />prehensive water planning study. <br />Research & Data Collection <br />The assessment will recommend those research and data- colletion <br />program modifications that are necessary to provide for both future plan- <br />ning activities and an improved continuing assessment process. <br />The assessment will reveal numerous areas where existing research <br />and data. - collection are insufficient to support both recommended future <br />planning studies and an improved continuing assessment process. The WRC <br />member agencies will determine which of these activities are of most <br />critical importance and recommend that these activities receive additional <br />effort and funding. <br />
