43 <br />Rating of Problem Urgency (Task 2 of Step 03) --Indicator ratings of <br />the ASA for 1980, 1990, 2000, and 2020 will be examined to determine the <br />increases (or decreases) in problem severity. A time may be reached when <br />problems have intensified to the point where solutions are mandatory. <br />Judges will estimate the time when data collection, planning,. and <br />research must be initiated for developing solutions to problems. <br />Diw splay of Rating Results and Supporting Information in Assessment Report <br />Form (Task 3 of Step 03) -- This task summarizes and displays in report <br />form, the results of the Rating of Problem Severity and Urgency. The <br />results will be displayed by geographic unit on WRC regional maps indi- <br />cating the location, nature, extent, and urgency of the problems. These <br />results also will be presented in tabular form with supporting narrative <br />descriptions,, along with the supporting information developed in Step 02. <br />Special attention will be given to documenting assumptions or reasons <br />why the identified problems are, indeed, severe. In addition, the national <br />report will briefly describe the procedures used to arrive at the above results. <br />Finally, a draft environmental impact statement, which will be prepared <br />during the conduct of the assessment will be refined and transmitted to the <br />Council on Environmental Quality at the time when the draft national report <br />is referred for comments to interested Federal, State, and local agencies. <br />Review of Assessment Report Draft by Assessment Participants and <br />Preparation of Compendium of Review Comments (Task 4 of Step 03) -- The <br />draft national report and draft environmental impact statement will be made <br />available to assessment participant.s and potential users for review and <br />comment. This audience will include those taking part in the Adequacy <br />Analysis -- Federal agencies, regional sponsors, States, and various <br />interested publics, as well as, other interested agencies, organizations, <br />or individuals who did not participate directly in the assessment activities. <br />Comments in writing will be requested of those reviewing the draft <br />national report and draft environmental impact statement. A compendium <br />containing a summary and analysis of the comments will be prepared. <br />The comments will be accommodated to the extent practicable in revisions <br />to both the draft national report and the draft environmental impact state- <br />ment. Also, differences in opinion will be documented and noted. <br />
